2024 Training Fees

TAC's DIR-Certified Cybersecurity Training now has an annual fee per user.  The new fees are as follows:

• Counties – $5.00 per user
• Councils of Government - $8.00 per user
• Non-County Entities – $14.00 per user

With the added fee comes new and improved features as well as better service for all users, including an improved enrollment process, enhanced training materials and year-round access for enrolled users. This is in addition to the improvements implemented for the 2022-2023 cycle of training, including greater administrative capabilities, increased functionality, an upgraded training platform, improved course features, reporting tools and more.

2024 Enrollment Windows

Enrollment will remain open for each type of entity during the windows below:

• Counties: November 2023 - July 31, 2024
• Councils of Government: January 2024 - July 31, 2024
• Non-County Entities: March 2024 - July 31, 2024

Enrollment is currently open. The deadline to enroll is July 31, 2024.

How to Enroll:

1. Have your commissioners court approve the enrollment of your county's employees.

2. Complete the enrollment form and submit it via email, DocuSign or fax to (512) 479-1807.

3. Complete the user import template by providing the necessary information for every employee participating in training. Then submit it via email. For the most efficient enrollment process and training implementation, TAC encourages counties to enroll all required employees using the user import template and to submit only one completed template.

Note: If the template does not automatically open, check the bottom-left of your screen or the “Downloads” folder within your file explorer.

Enrollment will remain open to counties until July 31, 2024, and the course will remain active for enrolled counties throughout the year.

Enrollment for non-county entities is now open. The deadline to enroll is July 31, 2024.

1. Have your organization’s governing body approve the enrollment of your organization’s employees.

3. Complete the user import template by providing the necessary information for every employee participating in training. Then submit it via email. For the most efficient enrollment process and training implementation, TAC encourages organizations to enroll all required employees using the user import template and to submit only one completed template.

Enrollment will remain open until July 31, 2024, and the course will remain active for enrolled organizations throughout the year.

New to the 2023-2024 cycle of training, there is a per user fee for all enrolled entities. Using the billing contact information returned to TAC on your enrollment form, TAC will invoice for an amount based on the highest number of users enrolled between the time of your entity’s enrollment and October 2024. Billing will begin in October 2024. 

How long will the 2023-2024 cybersecurity training course take?

The training takes approximately 40-60 minutes to complete.

Can I enroll users who do not have an email address or who have a shared email address?

Yes, users without an email address or who share an email address with another user can be added to the course. We will provide your specified course administrator with details on how to get them logged in.

If our county or entity enrolled last year, do we need to re-enroll?

Yes, we do require every county and entity to re-enroll each year. This allows the user list to stay up to date and provides us with new course admins. This year, a billing contact will also need to be provided to enroll, which was not necessary in previous years.

Reporting Compliance with Texas Government Code § 2054.5191

TAC provides its DIR-Certified Cybersecurity Training as a means for counties and organizations to comply with Texas Government Code § 2054.5191. However, TAC does not monitor, enforce or report course completion.

Your county or organization will need to report compliance with the training requirement to the Department of Information Resources by Aug. 31 each year, asserting that all of its required employees have completed a cybersecurity training course that has been certified by DIR to fulfill the requirements of Texas Government Code § 2054.5191.

What is the Penalty for Noncompliance?

HB 1118 requires counties that apply for grants outlined in Government Code Chapter 772 on or after Sept. 1, 2021, to submit with the grant application a written certification of the county's compliance with the annual cybersecurity training.

Counties that apply for and receive a grant outlined in this chapter on or after Sept. 1, 2021, but have not complied with the cybersecurity training requirement, may be required to pay the grant back to the state and may also be considered ineligible for other grants.
