| Safety Award Documents
The Texas Association of Counties Safety Award Program is intended to promote the health and safety of Texas counties. In addition
to promotion of safety practices, the program’s other objective is to recognize counties or
organizations that have instituted successful loss prevention programs.
Each year, counties across the state are recognized during the annual County
Management Conference in Austin. All counties participating in the Risk Management
Pool workers’ compensation coverage are encouraged to participate.
In 2010, the qualification
criteria for selecting winners was changed. The newly adopted safety award criteria is intended to make the selection process more objective for our members, and increase participation.
Our goal is to provide an equal opportunity to all workers’ compensation coverage
members. Each member will be evaluated individually by their TAC loss control representative as
part of the award consideration process.
One of the biggest changes in 2010 was the adoption of an application process by which
our members will have to apply for consideration of the award. The intent of the application is to make our members part of the selection process.
In addition to the award application, the program will require additional elements such
as the adoption of a safety resolution by commissioners court, adoption of an accident
prevention plan and a seat belt-use policy, as well as a loss ratio of less than 75 percent
for the year in consideration.
We recognize that your jobs are hazardous by nature, and your loss ratios can be
severely increased as a result of an unfortunate accident experienced by county
personnel at no fault to the employee. Therefore, in an effort to address this matter, a
special provision has been adopted into the criteria to mitigate these types of situations.

We consider 2010 to be a transition year into the new award guidelines. Award
recipients in 2010 will be selected based on those counties that closely meet the new
guidelines.
Effective 2011, all recipients we will be selected on the modified criteria. Please
contact your loss control representative if you have any questions.
We expect many counties to apply for these awards and, as in previous years, we will
limit the awards to the top 20 percent of the members. Therefore, we encourage all
members to give specific details to your assigned loss control representative regarding
your safety program for consideration of the award.
In addition to the safety award, the loss control representative will award a “Gold Star
Award” to the top two applicants from each territory.
