The Texas Association of Counties Health and Employee Benefits Pool (TAC HEBP) is a self-funded pool that offers group health and prescription benefits along with life and dental benefits through our various vendor partners. We offer a wide range of standardized plans to fully-funded and partially self-funded groups.

As a county-owned and operated organization, we listen to the needs of our members. Unlike an insurance company, the Pool exists only to serve its members and protect their interests.

TAC HEBP offers its members:

• Sound county leadership. As a member-driven organization, county leaders drive policy development, negotiations with providers and other program enhancements.

• Many program options. The Pool works to provide all counties with a variety of viable options for healthcare coverage to fit their needs and budgets.

• Value added services. At the request of our Board, TAC HEBP has implemented programs offered at no additional fee to members to help control costs, increase quality of health care and help members improve their lifestyles!

• Long-term stability of rates. In today’s hard market, having your own insurance company to see you through the good times and bad is an advantage that few employers can realize. One of the clear benefits to pooling is the ability to stabilize rates from year to year due to volume purchasing.

• A streamlined process. Members can eliminate the hassles of the annual health care proposal process by utilizing the Texas Association of Counties HEBP Interlocal Agreement.
