Lt. Gov. David Dewhurst has announced the assignment of the Senate committees for the 83rd Legislative Session.
The Intergovernmental Relations Committee, which is chaired by Sen. Juan “Chuy” Hinojosa (D-McAllen), currently has only four members assigned to it. This means that it will take agreement by at least three of the four members to vote a bill out. Yet, the number of members on the committee may change once a person is chosen to fill the currently vacant Senate seat from District 6, located in the Houston area.
Additionally, a subcommittee has been created in the Senate Finance Committee. The subcommittee, which will be chaired by Sen. Glenn Hegar (R-Katy), will consider all bills related to state and local revenue matters. This means that almost all bills referred to the Finance Committee that are not directly related to the general or supplemental appropriations act will be heard here first. This could include revenue and appraisal caps, bills related to the state spending limits and franchise tax bills.
