Paul Emerson joined the County Information Project in April 2006 as a state financial analyst. Emerson began his career in state government by working as a fiscal note coordinator for the Legislative Budget Board for five years. He was also employed as chief of staff for State Representative, Speaker Pro Tempore Sylvester Turner; served three years as a budget analyst for the Senate Finance Committee; and worked a year as a policy analyst for Senator Rodney Ellis.

Emerson holds a B.S. degree from Oregon State University, a M.B.A. from Prairie View A&M and a J.D. from the Thurgood Marshall School of Law. His areas of expertise include the following:
