Paul Sugg serves as the director of the Legislative Department at the Texas Association of Counties. Prior to his appointment as director, he was a TAC legislative liaison for 12 years. Sugg is also editor of TAC’s County Subdivision Regulation Sourcebook.
He earned degrees in history from Sam Houston State University and continued studies in history at Texas A&M University. While in College Station he worked for the V.G. Young Institute of County Government. His areas of expertise include:
- property taxes
- land use/subdivision regulations
- transportation
- rural issues
- air quality
- state and local water policy
- OSSF and other environmental issues
