Legislative Success Demands a Personal Touch

The 78th General Session of the Texas Legislature, which began Tuesday, Jan. 14, presents a new opportunity for all of us in county government. With a substantial change in membership in both chambers, it is a great point in time for us to get involved in the law-making process by meeting our new representatives and their staff members.

Our representatives need to hear from us so they can make informed decisions on bills that affect the operation of county government. As you might imagine, with over 5,000 bills filed each session, the members of the Legislature are dependent upon us to provide them with reliable information that can help them improve and maintain good government.

During the next five months, special events and meetings designed especially for county officials who want to come to Austin and meet with their representatives, are scheduled. For instance, each Tuesday morning at 7 a.m. starting Jan. 14, the Texas Association of Counties will sponsor an informal breakfast at its location (1204 San Antonio Street in Austin). All county officials are invited to attend the sessions, in which the TAC staff will explain the important county related bills that are coming up for consideration by the Texas Legislature and officials are encouraged to work out their differences on matters pending before the lawmakers.

Another important event is County Government Week, April 6-12. On Wednesday of that week (April 9), TAC is planning a special event to show legislators that we’re on their side in helping Personal Touch improve the lives of all Texans. I have been assured by the officers of each of the affiliate organizations of independent officials that make up the Texas Association of Counties that they will personally participate in the event. Mark that week on your calendar and make a point of being in Austin on County Government Day.

I encourage you to stay up with the various bills that are filed that affect your office and the county as a whole. Remember, you don’t get a second chance to make a first impression. You can become informed by following communications of the Texas Association of Counties’ Governmental Relations Department, in print, Internet and email. We have the best legislative staff we’ve ever had, so if you have questions about your office, do not hesitate to contact the following individuals about particular offices:

• Judges and Commissioners, Carey Boethel;
• Tax Assessor-Collectors and Treasurers, Sue Glover;
• County and District Clerks, Teresa Aguirre;
• Sheriffs, Justices of the Peace and Constables, Jozette Maxwell; and
• County Auditors, County Attorneys and District Attorneys, Paul Sugg.

Take this unique opportunity to get in on the “ground floor” with the new administration — you’ll be glad you did. We hope to see each of you during the session and on County Government Day. Come by the Texas Association of Counties and visit — everyone there will be happy to assist you. Have a Great Year.
