The 70th Annual County Treasurers' Association of Texas Conference helps bring to you the most recent and relevant information to enhance your knowledge and assist you in performing your duties. This is a great opportunity to get together with fellow treasurers from across the state.

6 p.m. Presidential Archives and Leadership Library: Tour and Reception
CTAT will be honoring and recognizing those treasurers who are retiring and the beloved treasurers who have passed on. Located on the campus of the University of Texas-Permian Basin, the museum serves as a study of the history of the nation’s highest public office. Unlike the many presidential libraries, the museum is dedicated to the office of the President of the United States rather than any individual who has held the position. The museum maintains a collection of campaign memorabilia, portraits, signatures, documents, commemorative items and political cartoons of the presidents, vice presidents, first ladies, defeated presidential candidates, as well as the four presidents of the Republic of Texas and Jefferson Davis, the only president of the Confederate States of America.

Opened in 1985 as the Art Institute for the Permian Basin, the Ellen Noël Art Museum of the Permian Basin is the culmination of years of grass-roots fundraising efforts by Odessans to build a fine arts museum. The Museum was renamed in 1995 to honor the leadership and philanthropy of Mrs. Ellen W. Noël. The museum has four impressive galleries as well as two classrooms, an Art Haus a self directed family space and a Sculpture and Sensory Garden.

Between rising levels of chronic disease and ever-increasing costs of care, the long-term trajectory of employer-sponsored health care is sadly not sustainable for many counties. We must start thinking of wellness or health promotion as a strategic and intentional risk management for health. This presentation highlights three critical strategies counties can implement to help control not only medical but other risk coverage areas. Learn what records maintained by the county treasurer are subject to the Public Information Act, including financial records and payroll/personnel records. This presentation also will address best practices to follow when your office receives an open records request and how to communicate this information with the requestor and other county officials and staff.

This session will explore topics relating to credit ratings agencies (CRAs) and how they view Texas local government issuers of debt. We'll also look to several county case studies.
