The 78th Annual Education Conference of the Justices of the Peace & Constables Association has one goal in mind: to keep you informed about issues that are important to you and your constituents. Join us in College Station for a great conference with lots of opportunities to learn, network and explore College Station.

Education sessions are provided by the Texas Justice Court Training Center. The conference offers up to 16 hours of continuing education for justices of the peace and court personnel. Constables can earn up to 17 hours, with 15 hours approved for TCOLE.

Please note that the education sessions for justices of the peace meet the County and District Court Technology Fund’s provisions for paying for continuing education and training for county court, statutory county court, or district court judges and clerks regarding technological enhancements. Resistance Response Simulator (Cancelled)
The Texas Association of Counties Risk Management Pool (TAC RMP) will not be able to provide its Resistance Response Simulator for hands-on demonstrations throughout the conference as originally planned due to technical issues.

This is a brief session on county polices and how they affect you as an elected official. Also, you will learn how you can do your part in making sure your county doesn't end up paying thousands of dollars in lawsuits.

In this session, Johnson will share proper techniques for courtroom security, including what departments should be doing to keep their offices and the courtroom safe at all times. He will review how to set up department policies and procedures, and why it is important for a department to have them. Techniques will also include who gets searched, why and how to respond to a bomb threat. Attendees will learn all the major fundamentals for proper security measures.

This JPs/Clerks Class will provide an overview of how to use access reports and ensure quality court data submitted to the Office of Court Administration (OCA). By the end of the session, judges and clerks will be able to locate reporting resources on the Texas Judiciary website and have a basic understanding of the OCA’s Monthly Court Activity Report and Appointment and Fees Report.

Constables Class: Body Cameras

A law enforcement agency that operates a body-worn camera program shall adopt a policy for the use of such cameras. These cameras are activated only for a law enforcement purpose, and the policy must include guidelines for these purposes. Recordings are treated as evidence, and departments need to have guidelines for the creation, deletion and retention of their recordings. A member of the public is required to provide specific information when submitting a written request to obtain information recorded by a body-worn camera. A variety of makes and models of equipment can be used in the program. Directives and explanations of equipment functions should be used while participating in a scenario interaction.

The Centers of Excellence Program is an initiative designed by the Texas Judicial Council and administered by the Texas Office of Court Administration. The program is intended to identify those courts doing outstanding in work in the administration of justice in Texas, and to provide support and evaluation of court administration processes and procedures. This presentation will introduce the Centers of Excellence program, provide an overview of the processes involved, provide guidance to Justice Courts on getting started in the program, and inform judges about what to expect while working towards Center of Excellence recognition.

The JPCA legislative team reviews and works on a significant number of bills affecting JPs, constables and their staffers during each legislative session. By the end of the presentation, participants will:

  1. Understand the recent legislative changes that will affect civil process and justice courts.
  2. Recognize how recent legislative changes will affect their offices’ policies and procedures.
  3. Apply new knowledge to come up with an action plan for changes in order to be in compliance.
  4. Interpret potential legislative trends that offices should be prepared for in the future.
  5. Use technology to access important information and resources.

Conference fees are fully transferable to other participants, upon request. All registration refund requests must be received in writing before June 1 to receive a full refund, less a $50 administrative fee. No refund requests will be honored after June 1.
