The Texas Public Funds Investment Conference helps you piece together the puzzle of your county’s investment options. Experts from the financial industry discuss the influences on the current economy and timely trends in investing. This training is open to all county officials and staff members who want to learn more about county investment operations.

Continuing Education

The McCoy College of Business Administration at Texas State University is the conference’s education co-sponsor. There are no prerequisites required to attend this program.

The conference presents 10 hours of investment education required by the Public Funds Investment Act, Section 2256.008. Ten hours of continuing education credit are available for Public Funds Investment Act compliance and for members of the County Investment Academy. Credit approval is pending for commissioners, county and district clerks, tax assessor-collectors, treasurers, auditors and CPAs.

County Investment Academy

The County Investment Academy is a partnership between the Texas Association of Counties and the McCoy College of Business Administration at Texas State University to work together in the planning of educational programs for county officials and employees.

  • Membership in the academy is acquired through completion of the Basics of County Investments course.
  • Fifteen academy hours per calendar year are required to maintain membership, with five outside hours and five carryover hours allowed per year.

Banking has changed over the last decade bringing mergers and acquisitions as well as additional regulations to assure customers' funds are safe and available. As a result of economic conditions and regulations public entities must be aware of the changes and how to change with them. Vendor Payment Fraud - A Timeline of Lessons Learned
After nearly losing $888,000 in a vendor payment fraud attempt in 2017, the Harris County Auditor's Office implemented a number of robust controls that, to date, have thwarted over $3 million in additional fraud attempts. This session will cover a timeline of events that have occurred since 2017, including lessons that continue to be learned about business email compromise (BEC) and the controls necessary to mitigate the financial and reputational risk that these types of fraud schemes present to local governmental entities.

Common Sense Presentation
Investment Officers constantly face work situations, and often crisis, where common sense, county policy, and state and federal laws conflict. So, whatever they do, it's wrong. If they follow common sense in their response, they may violate policy or the law. Or, if they follow state law, they must necessarily violate federal law. And often, the strictly legal responses is so bizarre that common sense tells them not to do it.

In this session, the "investment officer" and her "assistants" present these situations to the audience. An expert panel takes over and responds both to the situation and proposed actions. They will cite relevant laws and policies, expound from their own experiences, and offer a more sound plan of action for the audience.
