Front and center in this week’s legislative action was the House’s movement on SB 1, the state budget. Under House rules, amendments must be filed 48 hours prior to deliberation. When that deadline elapsed, 240 amendments had been filed, confirming the semi-perennial tradition of a long and wide ranging debate.

On Monday, the House Committee on Criminal Jurisprudence met for over seven hours to hear testimony on 25 different bills, covering subject matter such as prohibitions on imposing the death penalty in certain circumstances, prohibitions on specific behaviors with respect to firearm use and procedures involving criminal defendants with mental illness or an intellectual disability.

The Texas Senate passed Senate Bill 10 last week 17-13, moving the measure that would make it harder for local officials to effectively participate in the legislative process to the House for its consideration. Sen. Kel Seliger of Amarillo was the only Republican to vote against SB 10, while Sen. Eddie Lucio Jr. (D-Brownsville) was absent.
