Week in Review: A Digest of What Happened This Week at the Capitol

Both chambers are currently recessed until Feb. 9 when the House will meet at 2 p.m., and the Senate will meet at 3 p.m. Meanwhile, two Senate committees, Finance and the Special Committee on Redistricting, have scheduled hearings in the upcoming weeks. Budget recommendations released by the House and Senate

The Texas Senate and, shortly after, the Texas House released their initial budget recommendations for the 2022-23 biennium last Thursday. These recommendations are the starting point for budget deliberations. Both chambers’ recommendations for general revenue spending total $119.7 billion, an amount $7.2 billion greater than the available revenue Comptroller Glenn Hegar estimates lawmakers will have to spend during the biennium.

Senate Special Committee on Redistricting Kicks Off Virtual Regional Hearings

The Senate Special Committee on Redistricting began a series of regional hearings on Jan. 25, giving the audience a picture of what Senate hearings may look like for the 87th legislative session. The Committee is using a hybrid hearing model, with members appearing in-person in the chamber and witnesses appearing via videoconference. Many COVID-19 safety precautions were in place for the Senate members and staff in attendance, such as masks, social distancing and plexiglass shields.

Several members of the TAC Board of Directors as well as a number of legislative staffers joined this week's virtual Tuesday Morning Breakfast, the third of the 87th legislative session series. The online breakfast meetings continue to be popular with TAC members. A total of 170 people participated this week.
