TAC’s County Information Program recently prepared a survey report on which counties have adopted civil service systems since the 85th Legislative Session. Included in this report is a brief discussion on the statutory requirements that are needed to create such a system. The civil service systems are governed by Chapter 158 of the Local Government Code. The population size of the county will determine whether a particular county is eligible to create a civil service system.
As the chart in the report shows, the population requirements for civil service systems for county employees and the sheriff’s department are quite different.
