    Week in Review: A Digest of Capitol News

    Lawmakers filed 9,014 proposals to change state law during the 89th Texas Legislature.

    • 8,719 total bills filed: 5,644 in the House and 3,075 in the Senate.

    • 295 joint resolutions: 208 in the House and 87 in the Senate.

    • 18 joint resolutions passed both the House and Senate. Voters will decide the fate of these proposed constitutional amendments on Nov. 4.

    • 1,210 bills passed both the House and Senate.

    Thus far, Gov. Greg Abbott has vetoed two bills: House Bill 353 by Rep. Jared Patterson (R-Frisco) and Senate Bill 378 by Sen. Charles Schwertner (R-Georgetown). June 22 is the deadline for Abbott to veto legislation.

    Rare Final Day Action

    The 89th Legislature stood apart from recent ones when it comes to harmony between the two chambers. The House and Senate were able to iron out their differences with little public sparring. Underscoring that point was the praise Lt. Gov. Dan Patrick offered first-term Speaker Dustin Burrows. “We’re working seamlessly together,” he said.

    Despite the kumbaya spirit, there was room for a little sparring over Senate Bill 293 by Sen. Joan Huffman (R-Houston). SB 293 was sponsored by Rep. Jeff Leach (R-Allen), who amended the bill to decouple legislator pensions from the 25% judicial pay raise at the heart of the bill. The amendment was not well received in the Senate and a standoff ensued.

    In a move not seen in years, lawmakers joined together in supermajority to exceed the deadline to reconcile the differing versions and brokered a deal on the 140th and final day of the 89th Legislature.
