Decisions made in Washington, D.C., significantly impact Texas counties and the services they provide. TAC’s Legislative Services department understands this and is your liaison to federal policymakers. Through partnership with the National Association of Counties (NACo), TAC ensures the voices of Texas counties are heard in our nation's capital.
Key Federal Budget Developments
Budget Resolution
In February 2025, the U.S. Congress passed a continuing resolution (CR) to extend federal government funding at fiscal year 2024 levels. While the CR provides temporary fiscal stability, it does not resolve underlying budgetary debates and further legislative action will be required to establish long-term funding solutions.
Proposed Federal Budget Cuts
Counties should closely monitor proposed federal budget cuts that could impact Medicare, Medicaid, health care programs and disaster assistance. Notably, potential Medicaid cuts through block grants and reforms to health program eligibility could significantly shift financial burdens onto counties.
Infrastructure & Grant Accessibility
Texas counties are interested in continued infrastructure investment under the Infrastructure Investment and Jobs Act (IIJA), addressing concerns about complex grant reporting and high cost-sharing requirements that hinder local governments from fully utilizing federal grants.
Border Security Investment
Texas counties are interested in approximately $11 billion in federal reimbursements for costs related to border security enforcement, including emergency response and health care. TAC is closely monitoring the Border Security Investment Act (H.R.1222), which aims to enhance infrastructure, staffing and enforcement measures.
NACo Advocacy Hub
Stay informed and engaged with national efforts impacting counties through the NACo Advocacy Hub. The hub offers timely updates, key federal policy insights and opportunities for county officials to participate directly.
