    Bio

    Susan M. Redford is the Executive Director for the Texas Association of Counties. She served as Ector County judge, 2007-2015. Prior to her election, she was an assistant district attorney in the Ector County District Attorney’s Office. Judge Redford began practicing law in Odessa in 1997, working in the private sector handling criminal, family, employment and probate matters. She earned an Associate of Arts from South Plains College, a Bachelor of Arts and a Master of Public Administration from Angelo State University. She is a graduate of Texas Tech School of Law and a Certified Public Manager. Judge Redford is past president of the West Texas County Judges and Commissioners Association.

    Bio

    Stephanie Moreno is the Associate Executive Director for the Texas Association of Counties. She has served as Bee County Judge, 2015-2020; president of the South Texas Judges and Commissioners Association; a member of the governing board of the Texas Juvenile Justice Department; and a trustee for the Beeville Independent School District. Moreno worked for the Texas Oil & Gas Association as Executive Director of the South Texas Energy & Economic Development Roundtable and as an Assistant Attorney General - Office of General Counsel to the Child Support Division. A licensed attorney, Moreno earned a bachelor’s degree from Texas State University and her law degree from Western New England University School of Law.

    Ginny Lewis Ford
    Senior Director of Policy and Strategic Affairs

    Bio

    Ginny Lewis Ford is Senior Director of Policy and Strategic Affairs at the Texas Association of Counties, where she advances the association’s policy priorities and strategic relationships and partnerships critical to Texas counties. She joined TAC in 2025 following nearly 20 years at the Texas Association of Regional Councils, most recently serving as Executive Director and previously as Associate Director and General Counsel. Ford brings extensive experience in state legislative affairs, state and federal grant programs, policy development, contract negotiation and program development and implementation. A licensed attorney, she holds a Bachelor of Business Administration degree from Texas Tech University and earned her Juris Doctor from St. Mary’s University School of Law.
