TAC County Information Resources Agency (CIRA)

TAC CIRA provides technology services and resources to counties and county entities.

The Department of Justice has extended the web accessibility deadline. The updated deadlines are:

    • Counties with populations at or over 50,000: April 26, 2027
    • Counties with populations below 50,000: April 26, 2028

To learn more, see our web accessibility resources.

CIRA has supported Texas counties’ technology needs for over 25 years. Now, CIRA has even more offerings to help government entities better serve their constituents.

    Citibot, AI Messaging Tool
TAC CIRA’s AI chatbot makes it easy for website visitors to find the information they need, which means fewer phone calls for county employees.

    • Quickly answers questions in a simple, conversational tone
    • Chats don’t hit dead ends
    • Supports 70 different languages

Adobe Acrobat allows users to create, organize and sign pdf forms with ease. TAC CIRA members can get licenses for a fraction of what it costs in the general marketplace.

The Agenda Management tool allows counties to quickly post meeting information, materials and minutes to their websites. The tool keeps information ADA compliant and puts it in an easy-to-read format. Thanks to its intuitive interface, users of all experience levels can easily upload the required information.

The CIRA Accessibility Compliance Tool contains two products that help counties keep their website content accessible. It comes with free training, so website editors can quickly start using it.

    For Website Editors: Compliance Plugin

The compliance plugin detects common accessibility issues and helps users fix problems before the page is published. If a website editor adds an empty link or an image without alt text, the tool will display an error message and prevent the page from being published.

With the help of AI, this tool scans website code and automatically injects the necessary verbiage to assist screen readers.

    Common accessibility fixes include:

    • Notifications of missing alt text
    • Codes for screen readers that indicate when a link opens in a new window or leads to an external website
    • Injecting code so that screen readers can detect form fields
    • Empty link detection and removal
For Website Visitors: Accessibility Personalization Tool

The user configuration allows website visitors to adjust font size, enhance color contrast, show alternative text and more. This is helpful for people with vision impairments, color blindness, and those who use screen readers to navigate websites.

Website editors can customize the tool’s layout, color scheme and icons.
