    TAC County Information Resources Agency (CIRA)

    TAC CIRA provides technology services, including email and website services, and training and informational resources to county and local government entities, such as drainage and hospital districts.

    The Texas Association of Counties’ County Information Resources Agency (TAC CIRA) offers website packages and tools to fit your county’s needs. Hands-on support and training is included with every website package.

    Website Hosting Packages

    TAC CIRA offers two website platforms, the Essential and the Ultimate. According to a third-party study, TAC CIRA’s website platforms have better accessibility features than other options on the market. In addition, all CIRA websites come with:

    • Unlimited one-on-one and group training sessions conducted by a CIRA representative for designated county staff members
    • Website training resources, including videos and written instructions
    • Phone and email support provided Monday through Friday, 8 a.m. to 5 p.m.

    Ultimate Website Package

    With the Ultimate website package, customers can collaborate with a web designer to get a fully custom design and layout. Ultimate websites are built from the ground up and reflect each entity’s unique identity, priorities and branding.

    Additional Website Services

    CIRA also offers the following services, which can be added to a website package:

    • If a member requests a website update that will alter the appearance of the website or if the request is beyond the scope of normal posting procedure, TAC CIRA is happy to accommodate the request at an affordable hourly rate.
    • TAC CIRA staff will perform a content migration from one website to another, should a member decide to upgrade or downgrade their website package.

     The CIRA Accessibility Compliance Tool contains two products that help counties keep their website content accessible. It comes with free training, so website editors can quickly start using it.

    For Website Editors: Compliance Plugin

    The compliance plugin detects common accessibility issues and helps users fix problems before the page is published. If a website editor adds an empty link or an image without alt text, the tool will display an error message and prevent the page from being published. 

    With the help of AI, this tool scans website code and automatically injects the necessary verbiage to assist screen readers. 

    Common accessibility fixes include:

    • Notifications of missing alt text
    • Codes for screen readers that indicate when a link opens in a new window or leads to an external website
    • Injecting code so that screen readers can detect form fields 
    • Empty link detection and removal
    For Website Visitors: Accessibility Personalization Tool 

    The user configuration allows website visitors to adjust font size, enhance color contrast, show alternative text and more. This is helpful for people with vision impairments, color blindness, and those who use screen readers to navigate websites.

    Website editors can customize the tool’s layout, color scheme and icons. 

    TAC CIRA’s AI chatbot, powered by Citibot, makes it easy for website visitors to find the information they need. This means fewer phone calls for county employees.

    The Agenda Management tool allows counties to quickly post important information to their websites, such as:

    The tool keeps information ADA compliant and puts it in an easy-to-read format. Thanks to its intuitive interface, users of all experience levels can easily upload the required information.
