NACo President | Wise County Judge
Duties: The NACo (National Association of Counties) president serves as the chief elected official and primary spokesperson for the organization, representing counties at various events and to external parties. They preside over meetings, supervise the association's business, and appoint committees. The president also works to foster relationships with state associations, affiliates, and other partners.

NACo Board
Each year, the NACo president appoints 10 at-large members to the NACo Board of Directors. In addition to Judge Clark as NACo president, two other Texas county officials serve on the NACo Board.


NACo Committees, Caucuses and Councils
NACo is a member-driven organization made up of policy steering committees, standing committees, caucuses, ad hoc committees and councils. These bodies shape national policy priorities, guide internal initiatives and provide forums for peer exchange and leadership development. The NACo president appoints chairs and vice chairs. Description: NACo's Agriculture & Rural Affairs (AgRA) Policy Steering Committee is dedicated to advocating for policies that empower county officials to unlock the full potential of their communities. The AgRA committee addresses a wide range of issues crucial to rural communities, including agricultural policy, rural development, disaster resilience, food security, energy, conservation and more

Description: All matters pertaining to public health and healthy communities, including disease and injury prevention and health promotion, health disparities reduction, mental and behavioral health services, and financing delivering health care.

Description: All matters pertaining to telecommunications and technology policy, including the county role as a regulator, service provider, and consumer, cable services, information technology, e-governance and GIS data collection and utilization.

Description: Launched in 2025, the Midsize County Caucus focuses on the distinct challenges and opportunities shared by midsized counties across the country.

Description: The purpose of the Gulf States Counties and Parishes Caucus (GSCPC) is to promote a clearer understanding of mutual problems of Gulf Coast counties and parishes and their citizens, to establish a single source of information concerning county and parish governments in the Gulf region and to advocate on behalf of those residing in Gulf counties and parishes before federal government.

Description: The National Association of Counties’ (NACo) Advisory Council on Immigration and Intergovernmental Affairs provides a forum for county officials from across the nation to discuss the impact of federal immigration policy on local governments and communities, and to engage with federal decision makers on matters related to immigration. The Advisory Council is also charged with advising NACo’s ten policy steering committees on federal immigration issues.
