The Texas Association of Counties’ County Information Resources Agency (TAC CIRA) offers website packages and tools to fit your county’s needs. Hands-on support and training is included with every website package.
Website Hosting Packages
TAC CIRA offers two website platforms, the Essential and the Ultimate. According to a third-party study, TAC CIRA’s website platforms have better accessibility features than other options on the market. In addition, all CIRA websites come with:
- Unlimited one-on-one and group training sessions conducted by a CIRA representative for designated county staff members
- Website training resources, including videos and written instructions
- Phone and email support provided Monday through Friday, 8 a.m. to 5 p.m.

With the Ultimate website package, customers can collaborate with a web designer to get a fully custom design and layout. Ultimate websites are built from the ground up and reflect each entity’s unique identity, priorities and branding.

CIRA Accessibility Compliance Tool
The CIRA Accessibility Compliance Tool contains two products that help counties keep their website content accessible. It comes with free training, so website editors can quickly start using it. For Website Editors: Compliance Plugin The compliance plugin detects common accessibility issues and helps users fix problems before the page is published. If a website editor adds an empty link or an image without alt text, the tool will display an error message and prevent the page from being published. With the help of AI, this tool scans website code and automatically injects the necessary verbiage to assist screen readers.
Common accessibility fixes include:
- Notifications of missing alt text
- Codes for screen readers that indicate when a link opens in a new window or leads to an external website
- Injecting code so that screen readers can detect form fields
- Empty link detection and removal
For Website Visitors: Accessibility Personalization Tool
The user configuration allows website visitors to adjust font size, enhance color contrast, show alternative text and more. This is helpful for people with vision impairments, color blindness, and those who use screen readers to navigate websites.
Website editors can customize the tool’s layout, color scheme and icons.

We now offer full-service web posting and PDF remediation services to CIRA website members.
With the CIRA Complete package, TAC CIRA will handle all web posting needs, including:
- Updating calendars
- Creating hyperlinks
- Adding images
- Pasting meeting agendas
- Remediating PDFs so they are ADA accessible
- Posting remediated PDFs to web pages
What is PDF Remediation?
Every time you post a PDF to your website, it needs to be ADA accessible.
People with vision impairments often use screen readers to understand the text on a website, but PDFs aren’t immediately compatible with screen reader technology. That’s why TAC CIRA partnered with Equidox, a software that makes PDFs accessible.
Remember: The DOJ’s ADA compliance deadline is approaching, so counties should start making their PDFs accessible now. The deadlines are:
- Counties with populations at or over 50,000: April 26, 2027
- Counties with populations below 50,000: April 26, 2028

Don’t need full-service website posting? TAC CIRA also offers two PDF remediation options:
- Self Service – This option grants unlimited access to the Equidox platform, so county employees can make PDFs accessible and post them online.
- CIRA Assist – A TAC CIRA member will use the Equidox platform to make the PDF accessible. CIRA staff will send the PDF back to the county so they can post it to their website.
