    12 Texas counties earn 2025 NACo Achievement Awards

    El Paso and Harris counties receive Best in Category recognition

    A dozen Texas counties have received 2025 Achievement Awards from the National Association of Counties (NACo), which annually honors innovative and effective county government programs across 18 categories.

    Harris County led the way among Texas recipients, earning 24 awards, followed by El Paso County with six. Both counties also received the prestigious Best in Category recognition from NACo.

    El Paso County's top achievement was in the Arts, Culture and Historic Preservation category for its Healing Garden, a memorial dedicated to the 23 victims of the Aug. 3, 2019, mass shooting at a local Walmart.

    Harris County received its Best in Category award in the County Resiliency: Infrastructure, Energy and Sustainability category for the Armand Bayou Conservation Project. This initiative transformed a former oil field into protected coastal prairie, wetland and riparian habitat.

    The awards’ 18 Best in Category recipients were celebrated on July 13 during a presentation at the 2025 NACo Annual Conference and Exposition in Philadelphia.

    In addition to El Paso and Harris counties, the following Texas counties also received 2025 NACo Achievement Awards:

    • Matagorda (1)
    • Smith (2)

    • Williamson (3)
